Site DeCurriculumion / Plan History
Old Mission School and Nativity Campus operate on
two separate campuses (761 Broad Street and 221
Daly Street, San Luis Obispo, respectively). Both
campus buildings are masonry construction and meet
current state and county building codes. The Broad
Street campus is located one block east of California
State Highway 101, with on ramp and off ramp access.
The campus is approximately four blocks from the
San Luis Obispo Police Department. The Daly Street
campus, known as the Nativity Campus, is located
in a residential area four miles west of said highway
with no access. Each classroom is equipped with
water supplies and an extensive emergency kit (blue
bag). Water and blue bags are carried from the classrooms
in all drills to the primary assembly area.
Primary concerns regarding emergency scenarios include
chemical / hazardous waste spill on California State
Highway 101 causing evacuation of the Broad Street
campus; an accident at Diablo Canyon Nuclear Power
Plant causing evacuation of both campuses; or an
earthquake causing substantial damage to the buildings
necessitating evacuation of one or both campuses.
Emergency Actions
(Special note: In the principal’s absence, emergency
action orders shall be given by the assistant principal,
lead teacher, or alternate emergency preparedness
coordinator.)
Action: STAND - BY
The warning shall be disseminated by the principal
or designated office staff. Action STAND - BY means
to bring students into the classroom or to hold
students in the classrooms pending further instructions.
Action: LEAVE BUILDING
This warning shall be disseminated by the principal
or designated office staff. Action LEAVE BUILDING
means to effect the orderly movement of students
and staff from inside the school building to an
outside area of safety and will be implemented when
anything occurs which might make the school uninhabitable.
Action: TAKE COVER
The TAKE COVER action is given by the school principal
or designated office staff. It means to take shelter
within the school building.
Action: LEAVE SCHOOL GROUNDS
This warning shall be disseminated by the principal
or designated office staff. This action means to
effect the orderly movement of students and staff
from the school site to an area of safety. This
action will usually require students and staff to
walk from the school site and will be implemented
when anything occurs which might make the school
grounds unsafe.
Action: DROP
In an emergency the DROP command will be given to
students immediately when there is any apparent
danger. Students should be instructed to react in
the same manner even if they are en route to or
from school or if the teacher is temporarily absent
from the classroom.
Action: GO HOME
This action shall be disseminated by the principal
or designated office staff. This action means to
dismiss all classes and send students to their homes
by the most expeditious manner. This action will
be considered by the principal only if there is
time to return students safely to their homes. Parents
will be notified by telephone, e-mail, and public
announcements over radio station KVEC.
Action: EVACUATION
This action shall be disseminated by the principal
or designated office staff. This action means loading
students and staff into private cars and other means
of transportation and taking them from an area of
danger to an area of safety. Saint Rose School in
Paso Robles is the northern alternate off-campus
evacuation site for all students attending Old Mission
School. Saint Patrick’s School in Arroyo Grande
is the southern off-campus evacuation site. Instructions
from the authorities directing such evacuation will
come via the local school district and the EBS.
Although appropriate for any disaster, this is a
most difficult procedure and will not be attempted
unless there is no alternative, in which case the
principal may take this action at his/her discretion.
Action: CONVERT SCHOOL
Notification to the school staff to convert the
school will be disseminated by the principal or
designated office staff. This action requires dismissing
classes if they are in session, alerting the school
staff, and preparing the school for conversion to
an emergency hospital, first aid station, or care
center.
Procedures
Administrative Procedure:
The principal or delegates will request assistance
as needed, through appropriate channels, from the
county, city, fire, and/or police departments. The
utility companies will be notified of any break
or suspected break in gas, electrical, and/or water
lines that may present an additional hazard.
Teachers / Staff Procedure:
Teachers and staff are encouraged to use “common
sense” discretion when following emergency procedures
and make revisions in procedures as necessary. All
adults are asked to keep the safety and well-being
of the children foremost in all actions taken.
Procedure if in a building:
Teachers or another person in authority will implement
action DROP. As soon as safely possible, vacate
the building, taking the blue bag and water supplies,
then proceed to the designated evacuation area.
Take inventory of the students and their physical
condition. Administer first aid as needed.
Procedure if outside:
Move students to the safest area away from buildings,
falling objects, utility, power, or telephone cables,
and follow DROP action.
Old Mission Elementary School Team Responsibilities
The school emergency teams respond to assigned duties.
If there is no immediate danger to the students
and staff, the students are to be directed to the
school playground, the primary assembly area. If
necessary for student and staff safety, students
are immediately evacuated to the Mission College
Prep athletic field, the secondary assembly area.
All staff members are trained in first aid and CPR,
with mandatory update training at the beginning
of each school year.
Middle School Team: respond to search and rescue
procedures, check utilities and safety of all school
exits, coordinate volunteer activities.
Early Childhood Education Team: see Nativity Campus
emergency plans.
Elementary School Team: respond to designated first
aid center and collect all blue bags and water supplies.
Assist students with first aid as necessary, keep
roster of those injured and their status (hospitalized,
ambulatory, released).
Teaching Assistant Team: respond to student supervision,
attendance check, assist office team with identification
and release of students to authorized adults.
Administrative Team: respond to designated information
center, assist office team contacting emergency
authorities, parents, and direct necessary actions
to ensure the safety and well-being of the students
and staff.
Office / Maintenance Team: Office team respond to
designated information center, central source of
information and directions, contact emergency authorities,
contact preschool campus, assist in release of students.
Maintenance team assists in search and rescue, conducts
utilities check, removes debris from entrances,
ropes off unsafe areas, assists with crowd and traffic
control.
Emergency Plans
Fire Drill
- All students, teachers, employees, and volunteers must leave the building and go to the designated area on the playground which is displayed on a map located in every classroom.
- All blue emergency bags are included in the classroom evacuation.
- Teachers use class registers to determine that every student in his/her class has been accounted for and report any missing students to the principal/director.
- All remain in their designated areas until given an all clear bell or additional directions by the administration.
STOP, DROP, COVER, HOLD!
- Look for some area of protection (table, desk).
- Stay away from windows, mirrors, or heavy objects that may fall.
- Clasp both hands firmly behind the head, covering the neck and burying the face in the arms, protecting the head and closing eyes tightly.
- Stay there until the quake is over or instructed to leave.
When shaking stops, evacuate the building, making sure that the route chosen is clear of fallen power lines, falling building parts, trees, etc. Team actions begin:
- Search team reenters the building to search for missing / injured persons.
- Calm and reassure frightened students.
- Request assistance as needed, 911.
- Check damage to utility systems and appliances; if necessary shut off main power, gas, and water. (Team assignments)
- Establish communication with fire or police departments.
- Establish communication with Diocese (Begin use of Communication Log)
- If the damage is major, we will evacuate the premises to our secondary site - the MCP field. Teachers take roll, report missing students, and go to team assignments. At this site, ONLY release students to their parents/guardian or designated responsible emergency card adult.
After the initial shock of an earthquake, there will be follow-up needed for long-term planning.
- Establish a safe location for the Command Post.
- Establish a qualified disaster coordinator in the Command Post.
- Complete the accounting of all personnel and students, if possible.
- Complete all first control utility activities; secure all unsafe buildings.
- Conduct a planning meeting for all disaster personnel.
- Plan for meals and sleep period.
- Establish communications link with local disaster people and diocesan contacts.
In a minor or moderate quake, your operation could begin winding down during this period. In a serious quake, you will continue to establish a more permanent operational structure.
- Conduct your next planning meeting as you begin a new 12-hour period.
- Prepare relief for all disaster personnel; this is probably the time to initiate a day (7am-7pm) and night (7pm-7am) operational structure.
- Check supplies for quantity used in day one; make plans to obtain additional supplies.
- Plan for repairs on building, if possible.
- Continue coordination with outside disaster officials for additional resources and assistance.
In a serious earthquake, you would continue operations out of your disaster plan for as long as needed. As order is restored and vital services become available, planning can begin to close down some or all of your disaster plan.
Evacuation
Emergencies involving evacuation are determined by the fire or police departments. There are two types of warnings.
- Voluntary Evacuation: a warning to persons within the area that a threat to life and property exists. Individuals are not required to evacuate.
- Mandatory Evacuation: a warning to persons within the area that an imminent threat to life and property exists. Individuals MUST evacuate in accordance with the directives of the fire or police officer in charge.
